$1 billion allocated to the “Mahalla Project” program

President Shavkat Mirziyoyev was briefed on measures to ensure employment and increase the income of the population in local neighborhoods with the involvement of banks.

This initiative stems from the instructions given during a videoconference meeting on December 16. Accordingly, in 2025, it is planned to provide employment for a total of 5.2 million people, including over 3 million through bank-supported initiatives.

To achieve this, cooperation agreements were signed between the heads of 208 district and city administrations and bank leaders. These agreements clearly define the rights and responsibilities of all parties to ensure employment and raise incomes.

Specific targets were set for each neighborhood. Within the framework of the “Mahalla Project” program, $1 billion in credit resources have been allocated and distributed among banks and regions. A performance evaluation system has been implemented, requiring district bank managers to meet monthly targets related to project development, loan disbursement, and employment outcomes.

The Chairman of the Central Bank and his deputies will oversee the operations of local bank branches in neighborhoods using a new approach. By February 1, 2025, neighborhood-based service departments will be established in district bank branches, and “neighborhood bankers” will be appointed to lead these efforts. Additionally, “assistant agents” will be selected to work alongside them in each neighborhood.

Regional banks and district administrations will familiarize residents with ready-to-implement business projects and provide training on how to execute them.

The “online-mahalla.uz,” “bank-kredit.uz,” and “soliq.uz” information systems will be integrated to allow daily monitoring of assigned tasks. Leaders whose performance is deemed unsatisfactory will face disciplinary action.

2025 has been designated as a decisive year for ensuring employment and reducing poverty. To achieve these goals, it was emphasized that the coordinated efforts of local administrations and economic-financial institutions must be intensified.
