
Uzbekistan aims to end the practice of disconnecting electricity for entrepreneurs in cases of debt accumulation, as part of a broader initiative outlined in a presidential decree titled “On Further Measures to Create Equal Conditions for Entrepreneurs and Ensure a Fair Competitive Environment.”
The proposed “roadmap” calls for revising financial and administrative accountability mechanisms to address inefficient energy use. Special attention will be given to building illumination, focusing on the principles of resource efficiency and the unique needs of entrepreneurial activities.
A key feature of the reform is the proposal to replace electricity disconnections with an installment-based debt repayment system.
The draft law, to be developed by the Inspectorate for Monitoring Energy Use, the Business Ombudsman, and the Chamber of Commerce and Industry, is expected to be finalized by March 2025.
