Kazakhstan continues to firmly strengthen its position as a technological leader in Central Asia. The large-scale digital transformation of public administration is reaching a qualitatively new level, seamlessly binding together advanced artificial intelligence (AI) algorithms and fundamental reforms within the legislative branch. The key vectors of the GovTech ecosystem’s development, presented by Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev, are set to fundamentally reshape the interaction between the state, business, and society.
e-Parliament: digitalizing the legislative process
One of the most highly anticipated strategic projects is the upcoming launch of the e-Parliament platform. Currently, active work is underway to adapt the test version of the system to the updated model of the legislative process of the Republic of Kazakhstan, taking into account the specifics of the unicameral Kurultai. The implementation of e-Parliament will enable:
- Automation of the end-to-end cycle of development and approval of regulatory legal acts (RLAs).
- Increased transparency of legislative activities for the expert community and citizens alike.
- Accelerated interagency cooperation while minimizing bureaucratic paperwork.
Artificial intelligence at the service of citizens: e-Otinish AI
The practical application of artificial intelligence within government agencies is already demonstrating maturity and high efficiency. The intelligent e-Otinish AI service has successfully helped process more than 2 million official citizen requests.
The integration of large language models and machine learning algorithms allows for the automatic classification of requests, smart routing to competent authorities, and real-time analysis of social indicators, helping the state act preemptively.
The QazTech unified ecosystem and eGov modernization
To eliminate technological fragmentation across the country, the unified QazTech digital platform has been fully deployed. This architectural foundation is designed to consolidate Kazakhstan’s entire IT infrastructure. By the end of 2027, there are plans to migrate 108 government information systems to the QazTech platform. This move will significantly reduce budget expenditures on maintaining duplicate systems and guarantee the highest level of cybersecurity for personal data. In parallel, the ministry is accelerating the evolution of electronic government brands:
- The New Generation of eGov: The focus is shifting toward an exclusively proactive service delivery model (the system itself suggests services to a citizen based on their life situation, such as the birth of a child, purchasing real estate, or retirement).
- eGov Business: Creating a seamless digital environment for entrepreneurs—ranging from instant registration of a LLP (TOO) to automated tax reporting and receiving subsidies without direct contact with officials.
A crucial step toward eliminating red tape will be the gradual transformation of traditional Public Service Centers (PSCs / ЦОН) into a modern format—Digital Population Offices. In these spaces, the physical presence of operators will be minimized. Services will entirely shift to digital self-service via biometric terminals, virtual AI consultants, and automated cabins for issuing completed documents.
The current reforms announced by Zhaslan Madiyev vividly demonstrate that Kazakhstan is systematically building a flexible, Data-Driven Government. The synergy of the e-Parliament platform, QazTech cloud solutions, and the capabilities of artificial intelligence does not just accelerate internal regulations—it shapes a new global standard of trust, openness, and efficiency between state institutions and the citizens of the country.
