On December 16, Uzbekistan’s Deputy Minister of Economy and Finance, Khurshed Mustafayev, held negotiations with representatives of the World Bank on supporting small and micro-hydropower projects in the country. The meeting was attended by senior energy specialists from the World Bank, Ferhat Esen and Irina Voytekhovich, as well as other experts.

Goals and focus of cooperation

During the negotiations, Uzbekistan’s renewable energy objectives, the importance of small hydropower sector projects, and the necessary technical and financial solutions were discussed. The World Bank representatives emphasized that they are developing new financial mechanisms based on the results of previous technical studies and expressed their readiness to share this experience with Uzbekistan.

Importance of developing small hydropower

The development of small and micro-hydropower plants was highlighted as being vital for improving electricity supply in rural areas, ensuring energy security, and creating new opportunities for small businesses. The World Bank representatives recalled initial studies conducted in 2021 to assess the potential for small and medium hydropower projects and noted that they are now beginning to implement projects selected based on those studies.

Practical action plan

During the discussions, it was agreed to establish a rapid working group to address issues related to financing, technical expertise, and environmental considerations. The World Bank representatives affirmed their commitment to providing high-level technical support to ensure the successful implementation of the projects and to actively involve both parties in the process.

Future collaboration plans

The parties emphasized the importance of developing public-private partnership mechanisms in the small hydropower sector and attracting investors. They agreed to strengthen ongoing dialogue and technical assistance to ensure the effective implementation of the projects. Weekly meetings will be held to resolve outstanding issues and expedite project preparation.

Uzbekistan and the World Bank expressed their readiness to continue close cooperation on small and micro-hydropower projects. These initiatives aim not only to strengthen the country’s energy security but also to improve electricity supply in rural areas and support small businesses. At the conclusion of the negotiations, the parties outlined clear steps to enhance cooperation and accelerate project implementation.
