The Ministry of Justice has officially registered the Ethical Rules for the Creation, Implementation, and Use of Artificial Intelligence-based Solutions (Registration No: 3787, March 14, 2026).
This document establishes the following ethical principles for the use of artificial intelligence technologies and systems:
- Legality;
- Priority of protecting the interests of the individual, society, and the state, as well as the environment;
- Intelligibility;
- Responsibility, accountability, and control;
- Fairness and non-discrimination;
- Openness and transparency;
- Data protection;
- Reliability and safety.
A requirement has been established to not rely solely on the conclusions of information systems based on artificial intelligence technologies in the following decision-making processes:
- Legally significant decisions related to human rights and freedoms;
- Decisions in healthcare (diagnosing diseases, determining treatment methods, etc.) and other critical sectors.
Developers and implementers of artificial intelligence technologies and systems are required to provide users with the following information:
- The purposes for which they may be used or are prohibited;
- That AI-based solutions or decisions may not always be accurate;
- That their results should be used for advisory or informational purposes only.
At the same time, the rules define the rights and obligations of participants in the artificial intelligence ecosystem.
