Hong Kong’s Cyberport signs MoU with IT Park Uzbekistan, opening doors for tech companies in both markets

Hong Kong’s leading digital technology hub, Cyberport, has signed a Memorandum of Understanding (MoU) with IT Park Uzbekistan — marking a significant step toward structured tech collaboration between Hong Kong and Central Asia.

The agreement was signed on June 4, 2026, during a high-level business delegation to Central Asia led by Hong Kong Chief Executive John Lee, accompanied by Cyberport Chairman Simon Chan.

The MoU between Cyberport and IT Park Uzbekistan centers on:

  • Soft-landing support — making it easier for Uzbek tech companies to establish a presence in Hong Kong, and vice versa
  • Infrastructure access and regulatory incentives for companies expanding between the two markets
  • Collaboration in innovation, talent development, and market expansion

For context, Cyberport hosts over 2,300 companies — including 18 listed companies and 9 unicorns — and operates Hong Kong’s largest AI Supercomputing Centre. IT Park Uzbekistan is home to more than 2,800 member companies spanning IT services, software development, game development, and education.

This is not a symbolic handshake. The partnership creates a concrete pathway for Uzbek startups and tech companies to access Hong Kong — one of Asia’s most important financial and innovation hubs — as well as a gateway into the Chinese Mainland, ASEAN, and broader Asia-Pacific markets.

For Hong Kong companies, IT Park Uzbekistan becomes a launchpad into Central Asia’s fast-growing digital economy. Uzbekistan’s startup ecosystem recently hit a $4.3 billion valuation, with venture capital funding surging nearly 40x year-on-year in Q1 2026.

Cyberport Chairman Simon Chan noted: “Both Kazakhstan and Uzbekistan are actively advancing digital transformation and technological innovation… This aligns closely with Central Asia’s demand for technological innovation, creating extensive opportunities for collaboration through complementary strengths.”

The visit was part of the Belt and Road Initiative framework, signaling that Central Asia — and Uzbekistan in particular — is increasingly on the radar of major Asian tech ecosystems. The delegation also signed a separate MoU with Kazakhstan’s Astana Hub on June 1.

For founders in Uzbekistan’s tech scene the window to Hong Kong and East Asian markets just opened wider.
