Kazakhstan plans to create a unified digital ecosystem that will cover the entire career journey of citizens — from choosing a profession and receiving education to obtaining qualifications, finding a job, and further professional development.
The announcement was made by Kazakhstan’s Minister of Labour and Social Protection of the Population, Askarbek Yertayev. The information was also confirmed by the Central Communications Service under the President of Kazakhstan.
The professional qualification recognition process will be transferred into a fully digital format. This will cover all stages, from accrediting qualification centers to issuing certificates. The system will also digitally track a person’s professional journey:
career choice → education → qualification → employment → professional development.
Kazakhstan plans to use Big Data and artificial intelligence to forecast future demand for specialists. The system will analyze which sectors and regions need specific specialists and in what numbers. Based on this data, the government plans to align its education order with actual labour market demand. The main goal is to move beyond simply collecting data and use it to predict workforce needs and support government decision-making.
Some technologies in this area are already being tested. Kazakhstan launched its Digital Employment Service pilot in Pavlodar Region in July 2026. The AI system identifies suitable job vacancies for citizens and can also recommend training, retraining, or relocation to another region for employment when necessary.
During the pilot, 39,000 SMS notifications were sent and 962 people found jobs through the system. The service is planned to be expanded to all 20 regions of Kazakhstan by the end of 2026.
People with disabilities also included
The new ecosystem will also focus on inclusive employment. A dedicated mechanism will support people with disabilities through the entire process — from career guidance and education to employment and workplace adaptation.
Kazakhstan also plans to create a unified registry of short-term vocational training providers. The registry is expected to launch on the Career Enbek platform in the first quarter of 2027, alongside unified quality requirements for training programs.
