A major step toward digital progress
Uzbekistan continues to move confidently toward building a digital economy and introducing innovative technologies across all sectors of life. On October 22, 2025, the President signed the Decree No. PF–189 “On Additional Measures for the Further Development of Artificial Intelligence Technologies.”
This document marks a new stage in the systematic development of artificial intelligence (AI) in the country.
Key directions of the decree
One of the decree’s main objectives is to ensure the wide-scale introduction of artificial intelligence technologies in public administration, the social sphere, and the economy. To achieve this, at least 100 AI-related projects are planned to be implemented by the end of 2026.
These initiatives aim to accelerate digital transformation and significantly improve the efficiency of public services.
Furthermore, by 2030, Uzbekistan intends to attract over 1 billion USD in foreign investment to develop a modern AI infrastructure. This goal underscores the country’s commitment to fostering international partnerships and strengthening its innovation ecosystem.
The decree also pays special attention to education. By 2026, 15 artificial intelligence laboratories will be established at universities throughout the country. These labs will provide young specialists with opportunities for research, experimentation, and innovation.
National platform and new opportunities
By the end of 2025, the national portal “ai.gov.uz” will be launched. It will serve as a centralized platform featuring information about AI-related projects, programs, startups, and free online courses in Uzbekistan.
The portal will not only act as an information hub but also as a unifying ecosystem for the nation’s AI community.
Encouraging youth and innovation
Starting January 1, 2026, the “President AI Award” competition will be held annually to recognize “The Best AI Startup.”
This initiative aims to inspire young innovators, promote creative thinking, and encourage youth participation in the development of cutting-edge AI solutions.
Additionally, the level of digital transformation within government agencies and state-owned enterprises (with 50% or more state ownership) will be assessed based on the degree of AI technology adoption.
National AI project ranking
Beginning March 1, 2026, the government will hold the “Best AI Project” competition twice a year among ministries and agencies that have effectively implemented AI solutions. This rating system will help promote healthy competition, highlight success stories, and foster the sharing of best practices across institutions.
The Presidential Decree represents a crucial step in aligning Uzbekistan with global trends in artificial intelligence and driving the national digital economy to a new level. These initiatives will help establish an innovation-driven economy, strengthen modern education, and create a robust scientific and technological infrastructure.
