Uzbekistan is set to establish an International Digital Technology Center under the brand “Enterprise Uzbekistan.“ A special legal regime will be implemented for the center, slated to remain in effect until the year 2100.
This project is expected to be a cornerstone of the national strategy to transform Uzbekistan into a major IT hub in Central Asia. The center’s concept focuses on building a proprietary technological ecosystem that merges international expertise with local opportunities.
Key features of “Enterprise Uzbekistan”:
- Regulatory Sandbox: The center will operate as a “regulatory sandbox,” allowing companies to test new products and digital solutions under simplified conditions. This enables the development of experimental services in fields like AI and fintech without the immediate risk of violating existing rigid regulations.
- Labor and Currency Flexibility: Residents will be permitted to pay salaries in foreign currency, apply international labor standards, and utilize advanced cloud-based approaches for personal data processing. These measures are designed to streamline the recruitment of top-tier foreign specialists and IT talent.
- Investment and IP Protection: The framework provides a favorable environment for protecting intellectual property, attracting venture capital, and scaling startups. Participants will benefit from significant tax and customs exemptions, particularly for the import of high-tech equipment.
The center’s primary pillars include Artificial Intelligence (AI), digital transformation, Research and Development (R&D), certification, startup incubation, and the development of state-of-the-art data centers. Plans also include certifying IT products and professionals according to global standards.
“Enterprise Uzbekistan” aims to be a global technology hub, synthesizing the innovative scale of Silicon Valley with the corporate reliability of Delaware. It creates a unique synergy where technology, expertise, and monetization work together to turn intellectual capital into a sustainable economic resource.
Projections for 2030:
- Attracting up to 1,000 international companies.
- Creating over 300,000 new jobs.
- Reaching an IT export potential of $5 billion.
The project is also viewed as a major driver for IT education and youth employment. Leading international tech giants have already begun showing interest in this initiative.
