Businesses in Uzbekistan will no longer need to obtain an advertising location passport for signboards displaying their company name, business activity or trademark at the entrance to premises they occupy. The change was introduced under Cabinet of Ministers Resolution No. 563, dated October 13, 2026.
Business signboards excluded from outdoor advertising
Under the new rules, signboards placed on the exterior of a building or structure used by a business, including at its entrance, are not classified as outdoor advertising if they display the company’s name, type of activity, trademark or service mark. As a result, businesses are no longer required to obtain an advertising location passport for these signs.
The change may benefit shops, pharmacies, hair salons, restaurants and other service providers that use signboards to identify their premises and explain their activities.
The exemption applies to qualifying business information signs; it does not mean that all forms of outdoor advertising are exempt from existing requirements.
Advertising on company vehicles becomes easier
The resolution also simplifies the procedure for legal entities wishing to display their own trademarks, business activities, products or services on vehicles they own or otherwise legally possess.
Businesses can submit an electronic notification through Uzbekistan’s Unified Portal of Interactive Public Services (my.gov.uz). Once the notification is received, the advertising location passport is generated automatically, without a separate fee for its issuance.
However, the passport may be cancelled if the submitted information is found to be inaccurate or involves the use of another party’s trademark.
New rules for the removal of advertising structures
The resolution also establishes clearer procedures for the compulsory dismantling of outdoor advertising structures. The date and time of dismantling must be announced at least two days in advance, and the owner must receive written notification.
Dismantling may take place only on working days between 9:00 a.m. and 6:00 p.m. An official record must be prepared in the presence of the advertising structure’s owner, documenting the date, time, reason for removal, photographs and the address where the structure is sent for storage.
Decisions and notifications concerning businesses must also be sent in writing to their registered legal addresses.
Rules introduced for temporary advertising and design codes
The resolution sets specific time limits for certain forms of temporary advertising. Advertising at construction sites may remain in place until construction is completed, while advertising related to holidays and events may be displayed for up to 30 days.
Changes to local design codes, which regulate the appearance of urban areas, must undergo public consultation before adoption. Such changes take effect three months after official publication. The rules also require that the ability to use registered trademarks be preserved.
The amendments are intended to reduce administrative requirements in the outdoor advertising sector and simplify procedures for businesses operating in Uzbekistan.
