Uzbekistan has amended its personal data legislation, allowing certain information to be stored and processed abroad under specific conditions. Adopted in March 2026, the changes aim to facilitate the country’s integration with global digital services while maintaining key data protection requirements.
What Has Changed?
Under Law No. O‘RQ-1125, biometric and genetic data, as well as personal data belonging to users of telecommunications operators, must remain stored in Uzbekistan. Other personal data may be stored and processed abroad if the required safeguards are met.
New Opportunities for International Services
According to The Diplomat, previous data localization requirements made it more difficult for some international technology companies to enter the Uzbek market. The revised rules could reduce these barriers and encourage greater cooperation with global digital platforms and payment providers.
The article notes that discussions on introducing Apple Pay and Google Pay have been underway. However, the legislative changes do not mean these services are already available in Uzbekistan.
The impact of the reform will depend on how the new rules are implemented and whether international companies decide to enter the market.
