Kazakhstan is preparing to reform its migration legislation to attract foreign investors, advanced technologies and highly skilled professionals. One of the key proposals is the introduction of digital “golden visas” designed to make the country more attractive to international investors.
On October 16, a working group chaired by MP Lyazzat Zhylkybayeva held its first meeting in Kazakhstan’s parliament, the Kurultai, where a draft law introducing the new system was presented. The reform is being developed in line with an instruction from President Kassym-Jomart Tokayev.
Under the proposal, investors will receive a special digital “golden visa” certificate. The application and document-submission process will be conducted entirely online through QazETA, the unified digital platform operated by Kazakhstan’s Ministry of Internal Affairs.
The initiative aims to reduce bureaucratic procedures and eliminate lengthy approval processes, making it easier for foreign investors to enter and operate in Kazakhstan.
The proposed reform is part of Kazakhstan’s broader effort to strengthen its position as a regional destination for investment and international talent. By simplifying migration procedures, the country hopes to attract not only foreign capital but also advanced technologies and highly qualified specialists.
However, the initiative is still under development, and some details have yet to be clarified. The latest announcement does not specify the minimum investment required to qualify for a golden visa or the exact date when the proposed system will take effect. For now, the digital golden visa remains a proposed reform rather than a fully implemented programme.
