President of Uzbekistan signs Constitutional law on Tashkent International Financial Centre

The Uzbek economy has reached a historic turning point in its integration into the global financial landscape. On July 10, President Shavkat Mirziyoyev signed the Constitutional Law “On the Tashkent International Financial Centre” (TIFC).

Saida Mirziyoyeva, Head of the Presidential Administration, announced the development on her Telegram channel, hailing the adoption of the document as one of the most significant economic milestones of the year and the logical culmination of nearly a decade of systemic reforms aimed at transforming the country’s investment climate.

What exactly does this law mean for Uzbekistan and the wider region? And why was it established at the highest legislative tier as a Constitutional Law?

Before committing capital, global investors, multinational banks, and investment funds invariably look for one fundamental guarantee: asset security and regulatory transparency. Under the new law, the Tashkent International Financial Centre is designed to provide exactly that environment.

  • Special legal status: The Centre will operate as a territory with a distinct legal status and its own regulatory framework.
  • English law principles: TIFC operations will be governed by principles of English law—a framework thoroughly familiar to the global financial community.
  • Independent Commercial Court: An independent court system will be established within the Centre to resolve disputes impartially and efficiently in accordance with international standards.

“Global investors, banks, investment funds, and international financial institutions are accustomed to operating within these transparent mechanisms. This new regulatory ecosystem is poised to fundamentally elevate the country’s attractiveness for international capital, modern financial services, and large-scale multinational projects.”

In the financial world, there is an asset far more valuable than any currency or gold: trust. The newly enacted Constitutional Law is not merely an economic project; it is a strategic capitalization on the international community’s trust in Uzbekistan.

By guaranteeing clear rules of the game and the highest level of capital protection, Tashkent offers global investors absolute clarity. This infrastructure will attract not only financial inflows but also cutting-edge technologies, sophisticated corporate governance, and top-tier expertise.

A regional economic driver

The impact of the TIFC extends far beyond Uzbekistan’s borders. Given Tashkent’s strategic and geopolitical position at the heart of Central Asia, this financial hub has every potential to become the primary engine—a powerful locomotive—for economic growth across the entire region.

Uzbekistan has taken a decisive, irreversible step toward becoming an integral part of the global financial architecture. Moving forward, Tashkent will stand out not just as a historic city, but as a modern, dynamic hub where international operations, multinational initiatives, and global capital converge.
