The 2025 results of the World Bank’s GovTech Maturity Index (GTMI) have been released, marking a historic milestone for Uzbekistan: the country has risen to 9th place worldwide, becoming one of the most advanced nations in building a digital government system. Most notably, the scale of progress achieved within five years is remarkable — while Uzbekistan ranked 80th in 2020, it climbed to 43rd place in 2022 and has now successfully entered the global top ten. As a result, the country has risen by 71 positions, increasing its score from 0.617 to 0.958.
The GTMI evaluates the level of digital transformation in public administration. Assessments take into account the digitization of core government systems, the accessibility and expansion of online public services, citizen engagement in digital governance, and the overall enabling environment for GovTech development. These outcomes confirm the effectiveness of Uzbekistan’s reforms aimed at modernizing public administration, expanding the use of information technologies, and improving the quality of digital services for citizens.
According to the 2025 index, Uzbekistan now holds the number one position in Central Asia and stands alongside some of the world’s most digitally advanced nations, including South Korea, Australia, India, and Canada. This achievement not only strengthens the country’s international standing but also opens new opportunities for digital cooperation and foreign investment.
Such rapid advancement in state technologies demonstrates that the nation’s modernization efforts are being carried out in the right direction and are producing significant results in a short period. The growing convenience and transparency of electronic services, along with expanded access to information and government resources for citizens, reflect tangible improvements in everyday life.
Uzbekistan’s progress toward a digital government is now recognized not only domestically but also at the international level as a model of successful transformation. This milestone is expected to elevate the country to a new stage of innovative governance and positively influence the effectiveness of ongoing economic reforms.
