Artificial intelligence is rapidly becoming part of nearly every aspect of our lives. Today, AI can write articles, generate code, assist doctors in diagnosing diseases, and even support business decision-making. As AI becomes more deeply integrated into society, ensuring that it is used responsibly is becoming just as important as developing the technology itself.
For this reason, Uzbekistan has officially adopted the “Ethical Rules for the Development, Implementation, and Use of Artificial Intelligence-Based Solutions.” The document was registered by the Ministry of Justice under No. 3787 and entered into force on June 17, 2026.
The new regulation marks an important milestone in Uzbekistan’s AI journey. It shifts the focus beyond innovation alone, emphasizing the ethical and responsible deployment of AI technologies.
One of the most significant provisions of the document is that decisions affecting a person’s rights, freedoms, health, or legitimate interests cannot be based solely on the output of an AI system. For example:
- AI may assist in diagnosing a patient, but the final medical decision must be made by a doctor.
- AI can help screen job candidates, but the hiring decision must remain with a human.
- AI may provide legal or financial recommendations, but ultimate responsibility continues to rest with people.
This principle positions AI as a decision-support tool rather than a replacement for human judgment. The ethical guidelines establish several key principles that AI developers, organizations, and users are expected to follow:

- Explainability and transparency of AI systems
- Accountability and human oversight
- Fairness and non-discrimination
- Openness and transparency
- Protection of personal data and privacy
- Safety, security, and reliability
Around the world, the conversation is no longer focused solely on building more powerful AI systems—it is increasingly about governing them responsibly. The European Union’s AI Act, along with AI governance initiatives in the United States and other countries, reflects this global trend.
With these new ethical rules, Uzbekistan is taking an important step toward aligning its AI ecosystem with international best practices. The framework is designed to protect citizens’ rights, encourage responsible innovation, and strengthen public trust in artificial intelligence.
