Dubai-based telecommunications company Veon Ltd. has announced plans to introduce new digital services in Kazakhstan, including ride-hailing and delivery operations. With this expansion, the company aims to serve the country’s 20 million residents while boosting its revenue from digital ventures.
Operating under the Beeline brand, Veon considers Kazakhstan its third-largest market by revenue. According to Chief Executive Officer Kaan Terzioglu, the company is now moving beyond its traditional infrastructure-heavy telecom model to build a broader digital ecosystem.
“Our goal is to make people’s everyday lives easier through digital technologies. Integrating communication, payments, delivery, and transport into a single platform will open new opportunities for both users and the company,” said Terzioglu.
A growing market with fierce competition
Kazakhstan’s digital economy has been growing rapidly in recent years. A significant portion of the population now relies on mobile applications for payments, food delivery, and transportation. Veon’s new initiative is expected to add fresh momentum to the market, where it will compete with platforms like Yandex Go, InDriver, and local startup Choco.

Traditionally focused on mobile connectivity and internet access, Veon is now embracing the “super app” model. Through this concept, users will be able to manage communication, payments, shopping, and mobility services all within a single digital ecosystem
