Uzbekistan’s population exceeds 37.5 million, yet there are only 3,912 licensed lawyers according to the official registry. This means each lawyer theoretically serves more than 9,000 individuals and over 100 legal entities. As a result, legal service coverage remains low, and prices stay consistently high.
But 1doc.uz is not built for lawyers — it’s a practical solution for small business owners, self-employed individuals, and office workers. The goal: the most accessible, the fastest legal tool possible.

How the problem was identified — and why it matters?
The startup’s founder was the youngest state institution leader in Uzbekistan’s history — at 21, he was the head of the Almalyk branch of the Chamber of Commerce and Industry. Later, he worked in public administration focused on entrepreneurship development, participated in government delegations abroad, and contributed to major policy drafts.
“The core issues we saw included a lack of corporate documentation, weak financial and legal literacy, and insufficient funding to support administrative departments,” he explains.
Many skilled tradespeople still cannot sell their goods to large enterprises or government agencies because they want to avoid paperwork. From years of field experience, he observed that 80% of small entrepreneurs act as their own salesperson, lawyer, accountant, and driver. That’s when the idea of creating a “weapon” for independent professionals was born.

Achievements and recognition
1doc.uz successfully completed Batch 4 of the Plug and Play Uzbekistan accelerator. It also became the first startup from Central Asia to be featured in Stanford Law School’s CodeX Techindex, which tracks over 3,000 global legaltech companies.
On the domestic front, 1doc.uz signed a commercial agreement with the
State Institution “Tashkent Regional Youth Technopark under the Agency for Innovative Development of the Republic of Uzbekistan” — a key partnership in advancing digital transformation.
What’s next?
The team analyzed around 200 active users, revealing a diverse user base:
- 37% are project managers and leads at software development companies
- 15% are in marketing, SMM, and copywriting
- Just under 40% are small business owners — including tutoring centers, retail entrepreneurs, and sole proprietors
- Only 8% are lawyers
This showed that the need for smart documentation tools extends far beyond legal professionals.

“ASEAN is especially promising,” says the founder. “It’s dynamic, growing fast, and not burdened by slow bureaucratic cycles.”
