In Uzbekistan, processes like updating company documents, drafting basic contracts, or modifying corporate structure often turn into expensive and time-consuming bureaucratic obstacles. Government service centers only accept finalized documents, while hiring a lawyer can cost anywhere from 500,000 to 2 million UZS. For those who want to handle legal paperwork independently, 1doc.uz offers a fast, affordable solution powered by artificial intelligence.

The core problem

Uzbekistan’s population exceeds 37.5 million, yet there are only 3,912 licensed lawyers according to the official registry. This means each lawyer theoretically serves more than 9,000 individuals and over 100 legal entities. As a result, legal service coverage remains low, and prices stay consistently high.

But 1doc.uz is not built for lawyers — it’s a practical solution for small business owners, self-employed individuals, and office workers. The goal: the most accessible, the fastest legal tool possible.

How the problem was identified — and why it matters?

The startup’s founder was the youngest state institution leader in Uzbekistan’s history — at 21, he was the head of the Almalyk branch of the Chamber of Commerce and Industry. Later, he worked in public administration focused on entrepreneurship development, participated in government delegations abroad, and contributed to major policy drafts.

“The core issues we saw included a lack of corporate documentation, weak financial and legal literacy, and insufficient funding to support administrative departments,” he explains.

Many skilled tradespeople still cannot sell their goods to large enterprises or government agencies because they want to avoid paperwork. From years of field experience, he observed that 80% of small entrepreneurs act as their own salesperson, lawyer, accountant, and driver. That’s when the idea of creating a “weapon” for independent professionals was born.

What’s the solution?

Today, the 1doc.uz platform offers more than ten distinct solutions:

1. Document Creation Window — a fast, user-friendly interface for generating documents
2. Collaboration Tools — similar to Google Docs, allowing multiple users to edit simultaneously
3. Direct PDF Editing
4. Smart AI Integration
— create diagrams, tables, charts, and visuals with AI
5. Official Request Handling — QR-code-based system for receiving legally valid client or citizen requests
6. Over 700 Templates — searchable by name, the system asks you for the right info and generates the document for you
7. Remote Signing — supports e-signatures, PDF signatures, and one-time-password (OTP) verification
8. Smart Archiving — securely store and access all documents from your phone or computer
9. OCR Technology — recognizes Uzbek text with up to 97% accuracy
10. Document Locking and File Transfer functions

All documents are stored on local Uzbek servers, ensuring data sovereignty and full regulatory compliance.

How is 1doc.uz different from Didox.uz?

Didox.uz is Uzbekistan’s largest fiscal data operator, used by over 350,000 entrepreneurs to issue electronic invoices and manage B2B interactions. It’s also widely used in the public sector.

But unlike Didox — which focuses on final document processing and signing — 1doc.uz emphasizes the creation process. For instance, the document you plan to send through Didox can first be created on 1doc.uz. Then you can share it, collaborate with others (just like Google Docs), and once finalized, send it for signing via any channel — B2B, B2C, or B2G.

“1doc.uz is designed to be a universal solution for working with text, tables, diagrams, and images. One platform where you create, edit, sign, and store — all in one place,” the team explains.

“We aim to make 1doc.uz a new standard for every office in Uzbekistan — and every independent entrepreneur working alone.”

Achievements and recognition

1doc.uz successfully completed Batch 4 of the Plug and Play Uzbekistan accelerator. It also became the first startup from Central Asia to be featured in Stanford Law School’s CodeX Techindex, which tracks over 3,000 global legaltech companies.

On the domestic front, 1doc.uz signed a commercial agreement with the
 State Institution “Tashkent Regional Youth Technopark under the Agency for Innovative Development of the Republic of Uzbekistan” — a key partnership in advancing digital transformation.

What’s next?

The team analyzed around 200 active users, revealing a diverse user base:

  • 37% are project managers and leads at software development companies
  • 15% are in marketing, SMM, and copywriting
  • Just under 40% are small business owners — including tutoring centers, retail entrepreneurs, and sole proprietors
  • Only 8% are lawyers

This showed that the need for smart documentation tools extends far beyond legal professionals.

Looking ahead, 1doc.uz plans to expand into global markets. The U.S. is a natural target due to its legaltech maturity. MENA and ASEAN are also on the radar thanks to high demand for affordable and efficient solutions.

“ASEAN is especially promising,” says the founder. “It’s dynamic, growing fast, and not burdened by slow bureaucratic cycles.”

1doc.uz is more than a product — it’s a philosophy. The team believes that progress only happens when people have choices. “Freedom starts with options. We want every Uzbek citizen — whether in a corporate office or working solo — to have the tools to manage their own documents, contracts, and admin tasks with confidence.”
