The President of the Republic of Uzbekistan, Shavkat Mirziyoyev, signed Presidential Decree No. PF-233. Under this decree, the “Enterprise Uzbekistan” International Digital Technology Center has been officially established. The document aims to accelerate the development of Uzbekistan’s digital economy, expand exports of IT services, strengthen the startup ecosystem, and attract foreign investment.
According to the decree, the newly established international center is intended to create a favorable investment environment in the field of digital technologies and IT, actively engage startups and innovative projects and bring them to international markets, expand exports of information technology products and services, support and stimulate the training of highly qualified specialists, ensure reliable legal protection and guarantees for foreign investors, and strengthen international economic integration based on digital technologies and innovation.
Under the decree, “Enterprise Uzbekistan” is established as an international digital technology center operating in the legal form of a joint-stock company. The state is designated as its sole shareholder. The activities of the center will be carried out through a technopark directorate in cooperation with authorized government bodies in the fields of economy, investment, industry, trade, and digital technologies.
Resident companies of “Enterprise Uzbekistan” are permitted to operate in a wide range of areas, including software development and digital services, business process outsourcing (BPO), artificial intelligence, data processing and digital infrastructure, research and development (R&D), digital content production such as video, audio, graphic design and media products, electronic platforms, online services and digital media, as well as education and workforce training in the field of digital technologies.
The decree also introduces a special legal regime within the territory of “Enterprise Uzbekistan.” Under this regime, separate procedures will apply to taxation, customs, and currency regulation. Simplified legal procedures will be introduced for foreign investors and specialists, legal guarantees for the activities of resident companies will be ensured, and special conditions will be created for residents and their business partners.
In accordance with Annex 2 of the decree, “Enterprise Uzbekistan” will be located in the Mirzo Ulugbek district of Tashkent. The territory of the center has been defined based on precise geographical coordinates, and the special legal regime will fully apply within this zone.
The decree also approved the composition of the Supervisory Board of “Enterprise Uzbekistan.” The board includes the President of the Republic of Uzbekistan as its Chair, as well as the Prime Minister, a Deputy Prime Minister, the Minister of Digital Technologies, the Minister of Justice, the Chairman of the Central Bank, the Director of the National Project Agency, and responsible officials from the Presidential Administration.
According to the document, the activities of the center will be coordinated by authorized ministries in the fields of digital technologies, economy, investment, and finance. Special procedures will also be introduced for banking operations and financial services provided to resident companies.
Responsibility for overseeing the implementation of the decree has been assigned to the Prime Minister of the Republic of Uzbekistan. Direct execution of the decree has been entrusted to a Deputy Prime Minister and the Minister of Digital Technologies, while the relevant ministries and state agencies will remain under constant oversight in this regard.
Thus, with the signing of Presidential Decree No. PF-233, Uzbekistan has officially established an international center with a special legal status in the field of digital technologies — “Enterprise Uzbekistan.” The document comprehensively defines the center’s objectives, legal status, areas of activity, special legal regime, location, governance structure, and implementation mechanisms.
