
On January 13, 2025, the President signed Law No. ZRU–1017 “On Space Activities,” which regulates the key aspects of space activities, including objectives, principles, directions of state policy, and the powers of responsible authorities.
Main Objectives of Space Activities
- To facilitate the sustainable socio-economic development of the country and strengthen its defense capability and security;
- To study the Earth, outer space, and celestial bodies, as well as to accumulate and advance scientific knowledge about them;
- To accelerate the digitalization of various sectors through space technologies;
- To explore the country’s territory in the interests of scientific, socio-economic, environmental, commercial, and other sectors using space technologies;
- To provide services related to space activities and fulfill other objectives.
Authorized State Body for Space Activities
The Agency for Space Research and Technologies (“Uzbekcosmos”), under the Ministry of Digital Technologies, is the specially authorized state body responsible for space activities.
Tasks and Powers Defined by the Law
- The responsibilities and powers of the Cabinet of Ministers, the Uzbekcosmos Agency, the Ministry of Digital Technologies, and the Ministry of Defense in the field of space activities;
- The procedure for conducting scientific research in space, using satellites for remote sensing, communication, and navigation;
- The use of space rocket systems, labeling, and disposal of space objects.
Fundamental Principles
Space activities must be conducted with consideration for protecting human health, preserving the environment, and safeguarding the property of legal and physical persons.
The Earth’s surface, outer space, and all objects located within them, as well as natural and man-made phenomena, are considered objects of space monitoring.
The Need for Space Services
By July 20 each year, ministries and agencies must submit information to the authorized body on their need for space services for the upcoming year. This includes the volume, frequency, and timing of such services, including space monitoring, if required.
This law serves as a key foundation for the implementation and development of space technologies in the country.
