Uzbekistan is drawing legal boundaries for artificial intelligence

A special draft law on the use of **artificial intelligence (AI)** has been adopted in Uzbekistan in the first reading. The law is expected to introduce labeling of content created using AI and fines for illegal use of personal data.

In 2024 alone, 3,553 illegal materials created using AI were identified in Uzbekistan. Fake videos, “artificial” voices and images of famous people — all this is being used to violate the trust of the population.

Deputy Shahnoza Kholmakhamatova noted:

“Not only the possibilities of AI are growing, but also the dangers. It is planned to introduce labeling requirements and fines of up to 37.5 million soums for those who handle it illegally.”

Key aspects of the project:

  • The concept of “artificial intelligence” will be given a legal definition for the first time.
  • The procedure for using AI in information systems will be determined.
  • It is stipulated that materials created through AI do not violate human rights.
  • Decisions that affect the fate of a person will not be made based solely on the conclusion of AI.

The experience of the USA, Canada, Europe, China, Japan and other countries was studied in the development of the draft law.

According to the new amendment:

  • For illegal AI activities, work tools will be confiscated,
  • up to 15 days in prison,
  • or a fine of 18.75 million to 37.5 million soums will be imposed.

President Shavkat Mirziyoyev also recently proposed developing international ethical standards for artificial intelligence.
