New regulations introduced to develop E-Commerce in Uzbekistan

On December 26, 2024, the Cabinet of Ministers adopted Resolution No. 885, which outlines new approaches to fostering the development of e-commerce in Uzbekistan. The document focuses on the following areas:

  • Improving the regulatory and legal framework;
  • Establishing modern logistics infrastructure;
  • Protecting the rights of market participants.

The resolution introduces new concepts and classifications, simplifying the accounting of business entities and the collection of statistical data.

It is worth noting that last year, the President designated the National Agency for Prospective Projects as the authorized body responsible for regulating and promoting e-commerce.

E-Commerce operators

Only legal entities that are residents of Uzbekistan are permitted to operate as e-commerce platforms, order aggregators, and digital streaming service providers.

Exceptions

Legal entities and entrepreneurs that provide information about goods or services without the obligation to enter into electronic transactions are not classified as e-commerce entities.

Changes Effective July 1, 2025

  • Registration of e-commerce operators will be carried out through a notification-based process.
  • Market participants will be required to conduct all transactions via dedicated bank accounts.
  • Income generated by self-employed individuals will be recorded in a special account linked to their bank cards. These funds will also be considered for turnover tax purposes.

Features for Self-Employed Individuals

Self-employed individuals engaged in transportation and delivery services:

  • Can store funds in dedicated bank accounts for settlements with suppliers;
  • May accept cash payments, retaining an amount equivalent to that transferred to suppliers.

Simplifying Exports via Digital Platforms

Legal entities, entrepreneurs, and self-employed individuals will be allowed to export goods via postal and courier services without registering formal contracts. However, platforms must integrate with tax and customs systems.

Future Developments

The resolution includes plans to amend existing regulations to address identified gaps and enhance the sector’s governance. This also involves aligning new standards with current legal frameworks.

The adopted measures aim to create favorable conditions for the growth of e-commerce in Uzbekistan. By protecting market participants’ rights and implementing modern approaches, these steps will facilitate faster adoption of digital technologies and increase trust in the sector.
