A significant milestone has been reached in Uzbekistan’s financial and technology market. The Ministry of Justice has officially registered the departmental regulations for implementing payments via unified QR codes (Registration No. 3817, April 15, 2026). This document was adopted to ensure the implementation of Presidential Decree No. UP-246 of the Republic of Uzbekistan, dated December 10, 2025. This shift is set to fundamentally simplify the payment process for both businesses and millions of consumers.
Until now, every payment organization (such as Payme, Click, or various banking apps) operated with its own separate QR code. Business owners were often forced to display 5-6 different QR stickers at their counters. The Unified QR Code will now be universal for all banks and payment organizations. Regardless of which mobile app a customer uses, they can complete a transaction by scanning a single, standardized code.
Key innovations and features
According to the new regulations, the system provides several key advantages:
- Static and dynamic QR codes: Retail outlets can use permanent (static) codes displayed at the counter or generated (dynamic) codes specific to each individual purchase.
- Full integration: All payment systems will be interconnected through a single network, ensuring seamless and error-free transactions.
- Real-time processing: Information regarding transactions is automated and delivered instantly to both the seller and the buyer.
- Digital transparency: Every user will have the ability to scan codes via mobile apps, confirm payment amounts, receive online receipts, and track their full transaction history.
In accordance with the Presidential Decree issued in December 2025, all legal entities in the trade and service sectors will transition to this system step-by-step. For business owners, this reduces the need for multiple technical devices or terminals and significantly increases the speed of customer service.
It is worth noting that Uzbekistan is implementing ambitious plans to develop its digital economy. The introduction of the unified QR code system is a logical progression of the national strategy to modernize Financial Technology (FinTech).
The unified QR code system represents convenience, transparency, and speed. This innovation is expected to significantly increase the share of cashless settlements across the country, fostering a more inclusive and modern economy.
