The delegation of IT Park Uzbekistan, led by CEO Abdulahad Kuchkarov, conducted an official visit to the Kingdom of Saudi Arabia and the Sultanate of Oman. During the trip, meetings were held with government agencies and leading technology companies interested in localizing their services in Uzbekistan, launching joint projects, and supporting startups. The focus was primarily on investment cooperation and expanding IT services exports to the Middle East market.
Elm Company: startup ecosystem and IT services export
In Saudi Arabia, a meeting was held with Hakim Al-Rashid, CEO of International Business at Elm Company. The parties discussed developing the startup ecosystem, exporting IT services, and digitizing government services. Topics included registering Elm as an IT Park resident to operate in Uzbekistan, collaboration with local integrators, and regional project implementation.

RAM systems: Uzbekistan as an attractive outsourcing destination
A meeting with Raid Marglani, CEO of RAM Systems, focused on plans to open offices in Margilan and Kokand. Once recognized as an IT Park resident, the company will benefit from tax incentives, infrastructure, and assistance in talent acquisition.
RAM Systems is a Saudi technology and engineering company providing digital consulting, engineering solutions, licensing, and training services.
Saudi Technology Ventures: startup investment and Venture Platform
Meetings with representatives of Saudi Technology Ventures (STV) explored cooperation opportunities, connections with other major venture funds, and investment partnerships. STV expressed readiness to recommend IT Park to its partners.
Founded in 2016, STV invests in fintech, logistics, e-commerce, and other transformative sectors in the MENA region and plays an active role in Saudi Arabia’s Vision 2030 strategy.
MISA and NEOM: innovation and joint projects
During discussions with MISA (Ministry of Investment, Saudi Arabia), parties agreed on supporting IT Park in establishing contacts with local companies and promoting growth in the gaming and creative industries.
CEO Abdulahad Kuchkarov also met with Wyatt Roy, Head of Innovation at NEOM, to discuss collaboration in startup ecosystem development, joint acceleration programs, and advanced technology implementation.
Collaboration with international companies
The delegation also held meetings with Xpence, Sadq Solutions, Rowad Business Holdings, and Ejaro, discussing office openings in Uzbekistan, partnership with startups, fintech projects, and regional expansion strategies.
Digital cooperation with Oman
In Oman, meetings with the Ministry of Transport, Communications and IT, SME Authority, and Oman Investment Bank focused on startup support, innovative solutions, and exporting IT services. A discussion with Oman Data Park explored establishing data centers and cloud solutions in Uzbekistan.
Results and outlook
These visits open new opportunities for IT Park Uzbekistan residents in the Gulf countries, including export expansion, participation in global accelerators, and access to strategic partners and investors. The establishment of foreign company offices strengthens Uzbekistan as a regional digital hub, creates jobs, and attracts investments in the tech sector.
The official visits to Saudi Arabia and Oman represent a significant step in strengthening international cooperation and promise new agreements for the development of Uzbekistan’s IT sector.
