Starting August 1, 2026, Tashkent will introduce a new mechanism to support small businesses by granting access to unused state-owned buildings and land plots free of charge under specific conditions.
The initiative is outlined in the Presidential Resolution “On Additional Measures for the Socio-Economic Development of Tashkent City in 2026–2027.” The document aims to bring underutilized state assets into economic circulation while creating new opportunities for entrepreneurs.
Under the new framework, the Mayor of Tashkent will be authorized to make individual decisions to support small businesses engaged in manufacturing and service industries that are registered in the Chamber of Commerce and Industry’s registry.
Eligible businesses may receive unused state-owned buildings and facilities for free use for up to 10 years. In return, entrepreneurs will be responsible for renovating and equipping the properties at their own expense.
The resolution also allows entrepreneurs to implement investment projects on vacant land plots of up to 1,500 square meters. Once the completed facility is transferred to the state, the entrepreneur may receive the land for free use for up to 15 years.
The new mechanism is expected to accelerate the productive use of idle state assets, encourage private investment, and strengthen the development of small businesses in Tashkent’s manufacturing and service sectors.
